Moving to England, the UK requires familiarizing yourself with all customs and government regulations before your arrival. At East Coast Shipping, we can provide the necessary guidance and information to facilitate a seamless customs clearance process.


Transfer of Residency (ToR) Application To qualify for duty and tax-free import of your used personal belongings, you need to submit an online application under the Transfer of Residence (ToR) relief. We recommend submitting the TOR01 application form at least 10 days prior to shipping. The completed form should be printed, signed, and emailed with all applicable supporting documentation to nch.tor@hmrc.gsi.gov.uk.


Supplementary Items Required for the ToR01 Application to HM Customs To support your ToR01 application, make sure to include the following documents:

  • Copy of Passport
  • Visa (if applicable)
  • National Insurance number (if applicable/available)
  • Packing list/survey list of the goods being imported
  • Proof of purchase or value for the goods (especially for higher-value items)
  • Written declaration for goods without purchase receipts, stating estimated current (second-hand) value (not replacement/insurance value)
  • Proof of ownership for vehicles (registration documents older than 6 months)
  • Proof of residence outside the EU for the last 12 months (Utility Bill/Bank statement with address)
  • Employment contract (if applicable) or employer's statement
  • Work permit (if applicable)
  • Tenancy or purchase agreement for a home in the UK (if applicable)

Unique Authorization Code Once HM Customs & Excise confirms that the criteria for ToR relief have been met, they will issue a "Unique Authorization Code" to the applicant. This code authorizes the individual to import their personal goods under the specified relief heading. Please note that the Unique Authorization Code is not equivalent to the grant of customs clearance. Once issued, promptly provide the code to East Coast Shipping to facilitate the customs clearance process upon arrival of your goods at the destination port/airport.


In the case you don’t qualify for a Transfer of Residence and duty free if you have a vacation home or didn't live in the US more than a year you would be subject to an import tax or duty upon arrival


In this case we would require a valued inventory of the shipped items. The value should be low, second hand price range.


Customs would the raise Duty and VAT against the values that the client has declared.



As long as all the items are used HHGS then the approx. amount the client would have to pay is around 20%-30% of the total declared value.

Example below:


EG: Total declared value of the valued inventory : £100


Approx. amount to pay in Duty and VAT: 20%-30% = between £20 - £30


There is a customs entry fee: approx. £50 and also a customs admin fee. The customs admin fee is worked out for each individual shipment, so I would not be able to advise the cost.
